Sabrina Combs, City Administrator
Sabrina Combs is a dedicated and accomplished City Administrator with a strong commitment to public service and community engagement. With over twelve years of experience at the City of Bothell, she has led initiatives in sustainability, emergency management, and public outreach, significantly enhancing the quality of life for residents.
Sabrina played a pivotal role in managing the Coronavirus Aid, Relief, and Economic Security (CARES) Act grant, collaborating with the Chamber of Commerce to provide vital support to local businesses during the pandemic. Her expertise in communications was further recognized when Island County enlisted her to assist with their COVID-19 response team.
A certified Emergency Management Public Information Officer, Sabrina has led various communication efforts, including the successful Fire Levy initiative and the revision of the City’s website to improve accessibility and engagement. She also spearheaded the project to update the Rotary Bridge in collaboration with community groups and city staff, exemplifying her ability to foster partnerships for community improvement.
In her efforts to enhance the City’s technological capabilities, Sabrina established a City IT Team, managing both consultant contracts and city resources to streamline operations. She has also effectively managed outreach and reporting for the Safe Streets & Sidewalks Levy and designed multiple community events to foster public participation.
Her previous experience includes a decade in the private sector, where she optimized billing processes for millions of residential and commercial accounts, achieving significant cost savings through innovative design and messaging strategies. Additionally, Sabrina served as a campaign manager for Senator John Lovick, gaining valuable insights into political strategy and community engagement.
Sabrina is a graduate of the Northwest Women’s Leadership Academy (NWWLA) and is currently enrolled in the Executive MPA program at Syracuse University, furthering her commitment to effective governance and leadership.
