Environmental Impact Statement (EIS)

The City of Oak Harbor is entering the environmental analysis phase associated with updating our Comprehensive Plan.

An Environmental Impact Statement (EIS) is being developed for the Comprehensive Plan in order to assess policy and planning choices in the Plan and how they impact the environment. This process requests public, agency, and Tribal comment during its scoping notice and upon releasing a completed draft. The information will include the various land use options or “alternatives”, potential environmental impacts, and mitigation measures to help in the decision-making process for the Comprehensive Plan.

The City is requesting public comments on the scope of this EIS - in other words - what environmental impacts and factors do you think should be considered in our analysis?

The public comment period related specifically to the scope of the EIS will be open between February 21st at 8am to March 23rd at 5pm.  You may provide comments in the following ways:

As lead agency, the City of Oak Harbor has identified the following elements of the environment for discussion in the EIS:

  • Earth
  • Water & Shoreline
  • Air quality and emissions
  • Plants and animals
  • Land use patterns and built environment
  • Natural resources 
  • Population, employment, housing
  • Transportation
  • Public services: police, fire, solid waste, emergency medical services, parks, schools, and libraries
  • Utilities: energy, water, wastewater, and stormwater
  • Displacement analysis
