The City of Oak Harbor's Comprehensive Emergency Management Plan (CEMP) has been adopted and approved by the City Council and is made in response to the heightened awareness, realities, and consequences to natural and technological hazards faced by the City. The plan provides definition and coordination of departmental responsibilities to prepare for, respond to, and recover from emergencies and disasters. It is written to comply with applicable federal and state regulations and the City of Oak Harbor Municipal Code Chapter 1.10.

The document is an all-hazards plan, intended for use in an emergency beyond the control or capability of ordinary departmental response. One key objective of the CEMP is to ensure the most effective use of all City resources during emergency operations.
