James P. Marrow, CWO4, USN (Ret.) has sustained commitment to ensure Oak Harbor, both downtown and in general, grow and develop economically to the benefit of its businesses and citizens. With 25-plus total years in Reserve and Active service in the Navy combined with 15 years in service as a Peace Officer and elected police agency executive for a rural agency, Mr. Marrow has a proven history of leadership in developing and operating organizations. He has two Bachelor degrees, including the B.S. in Business Administration, Columbia College – Oak Harbor campus; three Masters degrees, including the M.A. in Organizational Leadership along with Graduate Certificate in Business, Brandman University – Oak Harbor campus, M.S. in Management, Embry-Riddle Aeronautical University – Seattle campus and the Master of Public Administration, Texas A&M University – College Station campus.
Following a rewarding and exceptionally interesting career in Navy Aviation – with over 5500 total flight hours first on C-40A/C-9B logistics airframes and then P-3s – Mr. Marrow settled in Oak Harbor. He served as as elected Commissioner, Pos. 5 NWPPR for two (2) yrs & four (4) months from January 2022 through April 2024. Served as appointed Board Member on Main Street for est. 3 years ending 22 December 2024 and the Oak Harbor Chamber of Commerce; he resides within the Main Street Association jurisdiction boundaries. His aim is to enhance through the Association’s actions the positive and constructive development of commerce that builds up our community so Oak Harbor – especially downtown – becomes the preferred choice for both residents and visitors. “Only with constructive, prospering businesses will we be able to make and keep our community the preferred place to live and raise families.”
