APPROVAL OF AGENDA

Approved as presented. 

COMMUNITY PRESENTATION

Oak Harbor Garry Oak Society (OHGOS) President Laura Renninger provided historical information about Garry Oak trees and their significance in Oak Harbor and the OHGOS organization, established in 2015. Mayor Severns and Mayor Pro Tem Hizon complimented OHGOS on their impact to the community. 

CITIZEN COMMENT PERIOD

The City received comments about the Clean Water Facility, line-of-sight obstructions by parked vehicles and speeding on Pioneer Way. 

CONSENT AGENDA

The following items were approved as presented:

  • Approval of October 4, 2022 Council Meeting Minutes
  • Approval of Payroll and Accounts Payable Vouchers
  • First Amendment to Agreement with South Whidbey Homeless Coalition
  • Interagency Agreement – Washington Water Trails Association

MAYOR COMMENTS

COUNCIL COMMENTS

  • Councilmember Hoffmire complimented staff on recent police and fire events with the public. 
  • Mayor Pro Tem Hizon shared updates from the NW Clean Air Agency meeting and the air quality map available on their website at nwcleanairwa.gov. 

PUBLIC HEARINGS & MEETINGS

Continuation of Public Hearing:  Ordinance No. 1959:  Critical Areas Ordinance Code Amendments to OHMC Sections 19.25; 19.31; and 20.12

Senior Planner Dennis Lefevre presented the proposed revisions to the Oak Harbor Municipal Code (OHMC) for critical areas based on the Shoreline Master Plan. City Council discussed continuing the public hearing. 

Motion:  Following discussion and a few possible date iterations, Councilmember Evans made the motion to continue the public hearing to December 6, 2022. Motion seconded by Mayor Pro Tem Hizon. 

Vote: Passed unanimously. 

CONTRACTS & AGREEMENTS

Parks and Recreation Director Employment Contract

Human Resources Director Emma House presented the recruitment, interview process, and introduced the finalist, Brian Smith. 

Motion:  Councilmember Marshall made the motion to authorize the Mayor to sign the Employment Agreement with Brian Smith as the Parks and Recreation Director for the City of Oak Harbor. Motion seconded by Mayor Pro Tem Hizon. 

Vote:  Passed unanimously.

OTHER ITEMS FOR CONSIDERATION

Professional Services Agreement: Amendment No. 1 with Gray and Osborne, Inc. for On-Call Engineering Services for Water Projects

Project Engineer Brett Arvidson presented the amount of capital projects for water over the next five years and funding. Amendment No. 1 for $29,060. 

Motion:  Councilmember Evans made the motion to authorize the Mayor to sign the Professional Services Amendment No. 1 with Gray and Osborne, Inc. in the amount of $29,060, increasing the total contract amount of $332,260 for On-Call Engineering Services for Water Projects. Motion seconded by Councilmember Hoffmire. 

Vote:  Passed unanimously. 

REPORTS & DISCUSSION ITEMS

City Grants – Status Update

Grants Administrator Wendy Horn presented the quarterly grants update, including items purchased, pending, and upcoming grant opportunities.

Motion:  Mayor Pro Tem Hizon made the motion to adjourn the meeting. Motion seconded by Councilmember Marshall. 

Vote:  Unanimously passed by City Council.
