MAYOR

Mayor Pro Tempore Hizon presided over the meeting at the request of Mayor Severns. She noted Councilmember Woessner and Councilmember Marshall were excused.

PARKS AND RECREATION

Marina Dredging Options Update

Project Manager Brett Arvidson, with consultant Bill Gerken of Moffatt & Nichol and consultant Paul Sorenson of BST & Associates, presented project updates, workflow, and background about Marina dredging options with a follow-up discussion between Council, staff, and consultants. 

Marina Rates Presentation

Harbormaster Chris Sublet and consultant Paul Sorenson of BST & Associates presented the update on the Marina rate increase. Followed up by staff and Council discussions. 

Council Break

City Council took a break at 3:53 pm and returned at 4:03 pm. 

DEVELOPMENT SERVICES

Accessory Dwelling Units/Residential Zoning Update

Senior Planner Ray Lindenburg presented an update. He explained that staff is pausing some of the work on this item due to changes from the state going forward. He reviewed background, overview, discussions, state requirements and mandates, ordinance language revisions to address these changes, and next steps for presenting to the Planning Commission and City Council. Followed by Council discussion. 

FINANCE

Washington State Auditor’s Office – Financial Intelligence Tool Demonstration

Finance Director David Goldman provided a visual tour of the Financial Intelligence Tool (FIT) online. The FIT showed all of the City’s financial indicators are good. Director Goldman demonstrated how the FIT also provides an explanation of what the item is and benchmarks provided. The City does not have any cautionary or negative marks relating to financial health. Director Goldman also shared Aberdeen and Anacortes as comparisons. FIT includes statewide metrics for all municipalities. Council discussion followed. 

FIRE DEPARTMENT

Fire Station 82 Update and Projections

Chief Ray Merrill presented an update on new Fire Station 82 (1250 SW Swantown Ave.), including the property layout, project update, and architectural plans. The next steps will include Fire Department training, followed by demolition of the current structures on the property, site grading, final designs, submitting plans for permits. Goal is to award bid in December 2023 and start construction in March 2024. Followed by Council comments. 

ADMINISTRATION

City Administrator’s Monthly Report

City Administrator Blaine Oborn highlighted topics from the City Administrator report, including the recent candidate tour of City facilities and City staff tour of the Anacortes Water Treatment Plant. Additionally, City Leadership just completed their quarterly retreat at the Greater Oak Harbor Chamber of Commerce. City Administrator Oborn asked Council to save the date for the upcoming Joint Council/Planning Commission meeting in October and retirement party for Captain Bailey. 

Creation of Optional Deputy City Administrator Position

City Administrator Blaine Oborn presented the background and next steps for the creation of the optional position and promotion of Finance Director David Goldman to this position. The Finance Director will oversee Finance and Development Services in this new Deputy City Administrator position. Followed by discussion from Council.
