ATTENDANCE

Mayor Pro Tem Hizon presided over the meeting on behalf of Mayor Severns. The Council excused Councilmember Munns from attending the meeting. 

APPROVAL OF AGENDA

Councilmember Marshall moved to approve the amended agenda (removing Appointment: Arts Commission Position 6 – Nick Hamden), seconded by Councilmember Hoffmire. The vote passed unanimously. 

PRESENTATIONS

Proclamation

Arbor Day Proclamation read by Councilmember Marshall and overview of Arbor Day activities by Park Board Chair Jana Warner. 

Honors & Recognitions

Tree City USA Recognition award from Parks and Recreation - Parks Specialist II Bob Bailey. 

PUBLIC COMMENT

The Council did not receive any comments from the public. 

CONSENT AGENDA

The following items were approved as presented:

  • Approval of Minutes – April 4, 2023 Regular City Council Meeting 
  • Approval of Payroll and Accounts Payable Vouchers
  • Bid Award – UV Commercial Air Purification and Air Duct Cleaning
  • 2023 Hot Mix Asphalt Overlay Project Award
  • Flintstone Park Restroom Rehabilitation Project – Final Contract Voucher Certificate
  • Maul Foster and Alongi – Professional Services Agreement – Sediment Assessment at Mariners Haven
  • Appointment: Park Board, Alternate Kate Rose

Councilmember Hoffmire requested an update on the 2023 Hot Mix Asphalt Overlay Project Award from staff. City Engineer Alex Warner provided a presentation on the project award. 

COUNCIL COMMENTS

  • Councilmember Hoffmire mentioned his appreciation of the Public Works crews that responded quickly to a ruptured water main in his neighborhood. He also talked about the recent Brandon Graham anti-bullying presentation he attended, and the meeting with the Dean of Students at North Whidbey Middle School. 
  • Mayor Pro Tempore Hizon mentioned a report from the Washington Healthy Youth Study that shows Oak Harbor students suffer more mental health challenges. 
  • Councilmember Woessner voiced excitement about the Park Board, its new members, and the Parks and Recreation Director. 

APPROVING THE SCHEDULE AND PROCEDURE FOR FILLING A CITY COUNCIL VACANCY – POSITION NO. 4

City Administrator Blaine Oborn reviewed the proposed process and terms of the seat, application, advertisement, verification of eligibility, and timeline. See the City website for application details at oakharbor.gov/councilvacancy. Councilmember Stucky made a motion to approve this application with the addition of a question of whether the applicant attends to run in the November election and approve the proposed schedule, seconded by Councilmember Hoffmire. The vote passed unanimously. 

APPROVAL OF SPECIAL MEETING – JOINT MEETING WITH THE PLANNING COMMISSION

City Administrator Blaine Oborn explained the purpose of the meeting to discuss economic development and other items of mutual interest and requested the City Council approve the suggested meeting date. Councilmember Hoffmire made the motion to approve a special joint meeting with the Planning Commission for May 17, 2023, at 3 pm, seconded by Mayor Pro Tempore Hizon. The vote passed unanimously. 

REPORTS & DISCUSSION ITEMS

NOTICE:  Salary Commission Report and Order

Human Resources Director Emma House presented the notice on behalf of the Salary Commission. Per Oak Harbor Municipal Code Chapter 2.02, the Salary Commission meets annually to review and determine the appropriate compensation levels for Council members and the Mayor. Director House noted no action is required by the Council. The Council does not vote on the salary adjustments, which are based in part on the cost-of-living changes and benefits provided to non-represented employees. The report covers 2023 and 2024. The Council thanked the Salary Commission members for their participation.
