Five-Year Anniversary of City Administrator Blaine Oborn
Mayor Severns presented the City Administrator with his five-year anniversary pin in recognition of his service to the City.
Receipt of Outstanding Treatment Plant Award for 2022
Mayor Severns read aloud the letter the City received from the Washington State Department of Ecology, congratulating the City of Oak Harbor on receiving a 2022 Wastewater Treatment Plant Outstanding Performance Award. He presented the award to the Clean Water Facility Supervisor Jack Robinson and Public Works Director Steve Schuller.
PARKS AND RECREATION
Marina Rate and Fees Update
Harbormaster Chris Sublet presented the information about the rate and fees update as a continuation from the June 28, 2023 City Council Workshop. The study revealed the current rates are not sustainable. Staff recommends moving forward with BST & Associates rate increase recommendations on a three-year rate increase schedule.
This will increase reserves, which will reduce the amount of the bond that will be required and reduce the dredge fee that each tenant will be required to pay. Additionally, it allows time for accurate estimates for the dredge and reconfiguration project(s) and brings the Marina pricing more in line with current Puget Sound “median” pricing trends while continuing to offer an exceptional value. Council discussion and direction for staff.
HUMAN RESOURCES
Compensation and Classification Study Update for Non-Represented Employees
Human Resources (HR) Director Emma House presented an overview and was joined by the representative for HR consultant Cabot Dow to provide additional details about the process. Director House provided more details on the next steps and responded to Council questions.
POLICE DEPARTMENT
Police Department Opioid Presentation
Captain Tony Slowik presented information on the Opioid Settlement Agreement with an overview of the current Island County drug overdose data, background of the funding through the settlement with pharmaceutical firms, process to receive funds, oversight, and auditing requirements. The City of Oak Harbor is the only City in Island County to directly receive funds (approximately $955,055.46)) to be distributed between 2022 and 2038. The dollar amounts may change based on which pharmaceutical firms sign on to the One Washington Memorandum of Understanding (MOU) and opioid settlement.

City Administrator’s Report
City Administrator Blaine Oborn presented his report highlighting the recent events and activities from departments.
CITY COUNCIL
- Councilmember Stucky asked about the number of Fitness Instructor applications received for Parks and Recreation.
- Councilmembers Hoffmire and Stucky also asked for more details on the removal of the Ridgehaven Playground Equipment.
- Councilmember Hoffmire thanked City Administrator Oborne for his service to the City.
- Mayor Severns requested an overview of the Hearing Examiner meetings today and next week. City Administrator Oborn provided an update on the topics, explained the responses take two weeks to receive, and that the Fire Station receiving a verbal approval was an exception. The City has since received written approval.
- Mayor Pro Tempore Hizon noticed the changes in the City Administrator’s report and appreciated the additional details and photographs from departments.
